Im südlichen Afrika ist das Phänomen besonders stark verbreitet mehr als 2/3 der „Beschäftigten“ arbeiten in der „Schattenwirtschaft“. Das heißt, dass sie über kein geregeltes und stabiles Beschäftigungsverhältnis verfügen, somit auch keine Rechte, keine Interessensvertretung, keine Absicherung in Notfällen und im Alter und unregelmäßige Einkommen haben. Besonders Frauen arbeiten überdurchschnittlich häufig informell und tragen die sozio-ökonomischen Konsequenzen.
